Urban Territory & Economic Model Conference in Tirana | Architecture in Albania

Albanian Media has been buzzing lately with news of a new architectural and urban challenge and hopefully consequent change, this time from the newly elected PM Edi Rama (here & here). A conference titled "Shqiperia e Gjenerates se Re/Tjeter" (Albania of the New/Next Generation) is underway in Tirana. 

Over 30 architects, urban planners, and economists from all over the world (not sure if there are any albanians in the mix) are invited to attend and discuss the future of a sustainable urban territory/adequate infrastructure and a possible economic model to go with it. 

We have talked about this, many many times before. Issues of inadequate and insufficient infrastructural systems to provide enough water, electricity, roads, public safety, economic development and social education for the growing urban informality. Issues with politicizing our landmarks, privatizing our historical sites (utopian tirana) and selling out natural resources that could lead to potential sustainable economies... and much more (balkans)

So, what can a 2-day conference do? 

and the waiting game begins... 
[Not that it ever went away. I am still waiting on the winning projects for Lana and the Boulevard. Hopefully, the ink has dried out on those plans.] 



Too many years of speculation, a plethora of proposals, citizen protests, informal debates, and whatever else you can think of... the uncertain status-quo of Albanian territory and its displaced public. 

Architecture of Spectacle... 



I will remain hopeful but very skeptical... until the above challenges aren't only philosophical but they get executed. 
I am tired of talking about change. I want to see it happen for a change (pun intended). 
It's long overdue. What do you think?

Vendim për krijimin e RRJETIT 


Më datë 4 Maj 2013, pas një sërë takimish dhe konsultimesh me organizata dhe individë që operojnë në fushën e artit dhe kulturës u vendos krijimi i RRJETIT 

Skena e Pavarur Kulturore në Shqipëri (S.P.K), 


Më poshtë motivacioni që çoi në këtë vendim:

Nisur nga nevoja dhe dëshira për një bashkëpunim më të ngushtë brenda Skenës së Pavarur Kulturore (S.P.K) në Shqipëri, organizata të shoqërisë civile dhe individë që operojnë në fushën e artit dhe kulturës, vendosën të bashkojnë forcat për të nxitur energjitë krijuese, për të mbështetur prodhimin dhe inovacionin kulturor, forcimin e kapaciteteve menaxheriale, zhvillimin e dialogut kulturor, në nivel kombëtar dhe ndërkombëtar dhe për të ndërtuar një klimë të qëndrueshme të Skenës së Pavarur Kulturore.

Nevoja për të krijuar këtë RRJET lindi nga mungesa e faciliteteve për veprimtaritë kulturore e artistike, mosfinancimi dhe pabarazia e aksesit ndaj fondeve publike për artin dhe kulturën në Shqipëri.

Qëllimi kryesor i Skenës së Pavarur Kulturore është të sigurojë kushte të barabarta veprimtarie të krahasuara me ato të institucioneve publike, dhe të përmirësojë pozicionin e njerëzve të kulturës dhe artit në shoqëri.

Bazuar në mirëkuptimin reciprok, në harmoni me identitetin dhe misionin e secilës organizatë dhe të individëve, S.P.K u krijua si një RRJET i hapur jo-formal, me dimension publik, e fokusuar në zhvillimin dhe mirëfunksionimin e Skenës së Pavarur Kulturore në Shqipëri. Të gjithë themeluesit bashkuan vullnetin dhe nevojën për një bashkëpunim në nivel kombëtar dhe ndërkombëtar me Skenat e Pavarura në Ballkanin Perëndimor. Rrjeti u krijua si një platformë që synon të ndikojë publikun, dhe autoritetet shtetërore që të krijojnë kushtet dhe legjislacionin e përshtatshëm që kjo skenë të funksionojë. 


Bazuar në këto parime, S.P.K. do të synojë:

1. Krijimin e një RRJETI që përfshin sa më shumë organizata kulturore dhe individë.

2. Demokratizimin e pjesëmarrjes dhe vendimmarrjes së aktorëve të përfshirë në këtë RRJET

3. Krijimin e një RRJETI me karakter dinamik, e cila vepron në territorin e Republikës së Shqipërisë dhe në mbarë hapësirën Shqiptare, e më gjerë.

4. Përmirësimin e politikave kulturore që do të nxisnin një zhvillim më të shpejtë kulturor.


Prioritet e S.P.K p
ër 12 muajt e parë:

1. Sensibilizimi i publikut dhe klasës politike për rëndësinë e Skenës së Pavarur Kulturore dhe përmirësimi i legjislacionit përkatës.

2. Dalja nga amullia ekonomike dhe vendosja në kushtet e një ekonomie tregu dhe zhvillimi të iniciativës së lirë të këtij sektori

3. Përdorimi i teknologjive të reja, ndjekja e tendencave më të mira ndërkombëtare, modernizimi i aktiviteteve për të tërhequr moshat e reja në aktivitetet e Skenës së Pavarur Kulturore dhe rritja e audiencës.

4. Intensifikimi i marrëdhënieve me Skenave të Pavarura Kulturore -të e Ballkanit Perëndimor dhe institucionet ndërkombëtare prestigjioze që mbështesin artin dhe kulturën.

Këto synime dhe prioritete do të realizohen përmes komunikimit me publikun dhe shoqërinë civile, përmes bisedimeve me vendimmarrësit në të gjitha nivelet, përmes lotimit dhe sponsorizimeve, përmes fushatave, debateve dhe konsultimeve me ekspertë, përmes bashkëpunimit me organizata simotra ndërkombëtare, përmes internacionalizimit të veprimtarisë duke kërkuar mbështetje nga organizma prestigjiozë.

Decision to establish the NETWORK 


On May 4, 2013 after a series of meetings and consultations with organizations and individuals operating in the field of art and culture, it was decided to create the NETWORK 

Independent Cultural Scene in Albania (S.P.K), 


The motivation that led to this decision as follows:

Given the need and desire for a closer collaboration within the Independent Cultural Scene (S.P.K) in Albania, civil society organizations and individuals operating in the field of arts and culture, decided to join forces to promote creative energies, support cultural production and innovation, strengthen managerial capacities, develop cultural dialogue at national and international level, and build a stable climate for the Independent Cultural Scene.

The need to create this NETWORK arose from lack of facilities for cultural and artistic activities, inadequate financing and inequality in accessing public funds for arts and culture in Albania.

The main purpose of the Independent Cultural Scene is to ensure equal conditions of activity when competing with public institutions, and improving the social status of those in culture and arts.

Based on mutual understanding and in line with the identity and mission of each organization and individuals, S.P.K was established as an open and informal NETWORK with a public dimension, focused on the development and proper operation of the Independent Cultural Scene in Albania. All founding members have a joint willpower and the need for cooperation at a national and international level with other Independent Scenes in Western Balkans. The network was created as a platform aiming to influence the public as well as state authorities to create provisions and the appropriate legislation for this scene to work.


Based on these principles, S.P.K aims to:

1. Create a NETWORK that includes as many cultural organizations and individuals as possible.

2. Democratise participation and decision-making within the NETWORK.

3. Establish a dynamic NETWORK that operates in the Albanian territory and throughout the Albanian community abroad.

4. Improve cultural policies in order to encourage a rapid cultural development.


Priorities of S.P.K for the first 12 months:

1. Raising public awareness and sensitizing the political class on the importance of the Independent Cultural Scene and improvement of relevant legislation.

2. Emerging from economic stagnation into a market economy that will provide free enterprise development of this sector.

3. Using new technologies, following the best international trends, keeping up-to-date to attract young people to the activities of Independent Cultural Scene and grow its audience.

4. Increasing collaboration with Independent Cultural Scenes in West Balkans and other prestigious international institutions that support arts and culture.


These goals and priorities will be implemented through communication with the public and civil society; through dialog and negotiations with decision makers at all levels; through lobbying and fundraising; through campaigns, debates and consultations with experts; through collaborations with partner organizations abroad and internationalizing the agenda by seeking support from prestigious organizations.

“Politics, economics and culture, a different balance?”

The debate hinged on a question: ‘Politics, economics and culture: a different balance?’ 
Each of the three speakers hails from one of these three spheres, with some overlap. 
Charles Esche is a curator and museum director (of Eindhoven’s Van Abbemuseum) 
whose cultural work is infused with political urgency; 
Judith Marquand is an economist who argues for the artistry of that discipline; 
and Franco ‘Bifo’ Berardi is a media activist who has launched or contributed to many cutting-edge media outlets, including a pirate radio station.
It was moderated by leading Dutch journalist, Frénk van der Linden.

Ideas Competition for the definition of a Masterplan for Tirana’s Intermodal Station

The international competition will have as the main goal the re-appropriation of the city of Tirana in terms of mobility and transport on iron. In collaboration with the Tirana Municipality, the competition event in Tirana will gather ideas from students and young architects from around the world, in response to the need for a complete renovation of the city. Tirana multimodal station will be the title of the international competition. Even in this case, the head of the jury will be an architect of international renown from the Netherlands. This event of the Tirana Architecture Week requires a different time frame, starting from March 1, 2012, with the registration of the participants and continuing in June with the registration deadline. From July through September, the jury, composed of representatives of each promoter, will give early assessments and will later announce the winners. The work and ideas generated from the event will result in series of possible solutions to consider. The strong international impact and success of this competition will be guaranteed not only by a jury of architects and specialists of international importance but also by the fact that this is the First ever Competition of Ideas on an Intermodal Station organized in Tirana.

Rafting in Albania @TEDxTirana

In this TEDxTirana presentation, Blerina Ago talks about taking up rafting in Albania and turning it into an environmentally friendly, tourism promoting and cultural institution. Listen to her story, her passion and maybe you'll want to give it a try this summer.
Blerina Ago was born in Berat, Albania. She is the founder of 'Berat Festival,' one of the major annual trends in the district. At 14, Blerina becomes the first girl who dares practicing rafting in Albania, a brand new sport for Albanians. Through persistent work she establishes the first sportive association of rafting in Albania, namely the "Albania Rafting Group" and since 26 May 2012 is the General Secretary of the Albanian Rafting Federation. Suela Kusi is presently Director of European Integration and Coordination of International Cooperation in the Albanian Ministry of Tourism, Culture, Tourism, Youth and Sports. She is responsible at ensuring effectively co-ordination the foreign assistance to directly support the Government’s priorities in the field of tourism, culture, youth and sports. Since 2005 she is senior lecturer of “Human Rights” and “Development Theory” in the Department of Social Work, at University of Tirana. Her main areas of interest and expertise include research in social sciences human rights and development issues. Her experiences in these areas include qualitative and quantitative research focused especially on issues related to human rights, children rights, poverty reduction and development policies etc. In addition, she has various experiences in compiling training manual and conducting trainings in the area of human rights and issues related to it, such as education, health, child protection, gender-based violence, poverty reduction and development.

1st Talk @ TEDxTirana

The first TEDxTirana event was held back in October 2011. Here's a video of this very exciting talk. Mihallaq Qirjo raises awereness on Pro Environmental Behavior - Refuse, Reduce, Reuse and Recycle.

Public Trash Bins as Public Game Stations

PERfACTs eshte gjithmone ne kerkim te menyrave krijuese, efikase dhe zbavitese per tu marre me problemet urbane qe perballim cdo dite ne qytetet dhe hapesirat tona publike. Sjellja e pahijshme e qytetareve [keqperdorimi, abuzimi] luan nje rol te madh ne to. Prandaj dhe ne perpiqemi te gjejme zgjidhje qe influencojne pozitivisht kete qendrim urban. Kemi folur per projekte te suksesshme dhe me pare, ketu, ketu, ketu dhe ketu, por ja ku eshte dhe nje tjeter, shume me i thjeshte.
Per te stimuluar banoret te behen me te vetedijshem dhe te pergjegjshem per hedhjen e mbeturinave, qyteti zvicerian i Luzernit ka paraqitur nje iniciative argetuese dhe interaktive te quajtur “Luzerni Shkelqen.” Gjashtembedhjete kosha plehrash jane konvertuar ne stacione publike loje. Nje menyre teper inovative, e thjeshte dhe e pakushtueshme per te nxitur njerezit te bejne gjene e duhur, projekti ka pasur pjesemarrje dhe rezultate te jashtezakonshme. Jo vetem qe ka patur nje reduktim te plehrave ne rruge, por qyteti ka shpenzuar me pak nga leket e takspaguesve per pastrim.

Zgjidhjet kaq te thjeshta mund te kene nje ndikim te madh ne ndryshimin e sjelljes publike, edhe pse te perkohshme apo te shpejta, ato mund te shnderrojne dinamiken urbane. Eshte kjo qasje katalizuese qe ne duhet te ndjekim, duke e aplikuar fare kollaj ne Tirane; sikur dhe vetem per te pare se cfare do ndodhi. Te vetmet gjera qe na duhen eshte boja dhe nje liste me lojra. Apo Jo?

PERfACTs is always looking for creative, efficient and fun ways that deal with urban problems we face every day in our cities and public spaces. Citizen misconduct [misuse, abuse] plays a big part in that. That’s why we try to find solutions that positively influence this urban behavior. We have talked about a few successful projects before, here, here, here and here, but here’s another, a very simple one.
To incentivize its residents to become aware and more responsible when it comes to littering, the Swiss city of Lucerne put forth a fun and interactive initiative called “Lucerne Shines.” Sixteen trash bins were converted to public game stations. A very innovative, simple and cheap way of getting people to do the right thing, it has gotten great participation and results. Not only there was a reduction of trash on the streets, but the city spent less taxpayers’ money on cleanup. 

Solutions this simple can have a big impact in changing public behavior, even though temporary or quick, they can alter urban dynamics. It is this catalyzing approach that we should take, easily applying it in Tirana; just to see what happens. All we need is some paint and a list of games. No?

Sunday Streets | Pse jo edhe ne Tirane?

Cfare mund t'i ndodh nje lagjeje, kur rruget i transformohen nga korsi makinash ne hapesira per kembesore? What could happen to a neighborhood when streets are transformed from car lanes into pedestrian spaces?

Cdo te Djele (ashtu si dhe per festa) rruge te caktuara kryesore te Bogotá, Cali, Medellín, dhe komuna te tjera Kolumbiane perdoren vetem nga kembesoret: thjeshte si kalimtare ose per aktivitete argetuese dhe sportive. Transporti automobilistik eshte i ndaluar. Ky event quhet Ciclovía dhe i ka fillimet qe ne fund te viteve '70.
Each Sunday (and holiday) certain main streets of Bogotá, Cali, Medellín, and Colombian other municipalities, are used by pedestrians only: as passersby or for entertainment and sports activities. Automotive transportation is blocked off. This event is called Ciclovía and it has taken place since late the late 70s.

Kjo iniciative ka frymezuar shume qytete te tjera ne te gjithe boten. Nje nga keto eshte San Francisco ne Kaliforni.
Programi Sunday Streets (Rruget te Djelen) eshte eksperimenti me i madh i ketij qyteti, ku me shume hapesira publike iu kthehen njerezve. Ne cdo event, disa kilometra rruge mbyllen per trafikun automobilistik dhe hapen per ecje, vrap, bicikleta, patina, dhe aktivitete nga me te ndryshmet. Organizatoret shpresojne se programi do te ndihmoje ne ndertimin e komunitetit lokal, permiresimin e shendetit, si dhe per promovimin e nje transporti te qendrueshem.
This initiative has inspired many other cities throughout the world. One of them is San Francisco, California.
San Francisco's Sunday Streets program is the city's biggest experiment to transfer more of the public realm to people. At each event, several miles of roads are closed to traffic and opened for walking, riding, and a variety of other activities. Organizers hope that the program will help build community, improve health, and promote sustainable transportation.

Si ndikoi kjo tek bizneset aty perreth?
Eshte bllokimi i trafikut automobilistik (edhe pse per disa ore) dicka e mire apo jo per bizneset lokale?
Sunday Streets, San Francisco's car-free "experiment", received a huge turnout. People flooded the streets.
How were local businesses affected?
Is closing the streets to cars (eventhough for a few hours) good or bad for local businesses?


Ne duhet te ndjekim kete shembull. Le ti kerkojme qytetit te Tiranes te provoje nje "eksperiment" te tille.
Le t'i kthejme me shume hapesira publike njerezve dhe jo makinave.
Le te ndihmojme ne ndertimin e komuniteteve, permisimin e shendetit, dhe promovimin e nje transporti te qendrueshem.

We need to follow by example. Let's ask the city of Tirana to try a similar "experiment".
Let's return more of the public realm to people and not cars.
Let's help build communities, improve health, and promote sustainable transportation.

Projekti Truck Farm eshte nje koncept i ri qe sjell agrikulturen ne nje terren qe s'para e perballon dot ate, ne qytetin urban. Nisur ne 2009 nga kineasti Ian Cheney ne New York, misioni kryesor i fermes-mbi-rrota, pervec perdorimit personal, eshte te mesoje njerezit qe (vet)rritja e ushqimit mund te jete argetuese, e thjeshte dhe te behet kudo. Tani projekti eshte zgjeruar ne 25 makina (‘trucks’) ne te gjithe Ameriken. Kjo ferme ne levizje po kultivon ushqim te shendetshem, njerez dhe komunitete. Truck Farm project is a new concept that brings agriculture to a setting that doesn’t usually support it, the urban city. Started in 2009 by filmmaker Ian Cheney in New York, the core mission of the farm-on-wheels other than for personal use, is teaching people that (self)growing food can be fun, easy and done everywhere. Now it has expanded to 25 trucks across United States. This mobile farm is growing healthy food, people and communities. Ne Shkurt 2011, Domus.it publikoi nje artikull mbi debatin per Piramiden ne Tirane. I shkruar nga Elian Sefa dhe Giacomo Cantoni ky artikull tregon "luften" e perhershme Piramidale si dhe ngjarjet e 21 Janarit si pjese e saj.

Po e veme ketu ne blog sepse duam te shohim zhvillimin e ketij debati nga mbledhja e te rinjve perpara Piramides, te enjten ne 21 Korrik 2011 ne oren 19:30. Interesi jone qendron jo ne rezultatet politike, por thjeshte sepse deshirojme dhe shpresojme qe zerat e tyre te degjohen dhe vemendja te kaloje drejt nje zgjidhje dhe arritje shoqerore, kulturore, dhe mjedisore. Duke lejuar pjesemarrjen e tyre aktive ne vendime te tilla, mundesohet nje kulture me e pasur urbane si dhe hapet rruga per nje identitet te plote shqiptar.

Ja nje pjese nga ky artikull:
Sheshet publike dhe arkitektura, me historine dhe funksionet e tyre, formojne strukturen e nje populli. Keto hapesira jane shpesh nje metafore e jetes shoqerore dhe kulturore te vendit. Rrezimi i piramides paraqet nje akt te pavetedijshem hakmarrje, anakronik dhe kontradiktor ndaj nje objekti qe mbetet simbol i kushteve te shkuara politike dhe qe nderkohe ka fituar nje vlere te re si simbol i nje procesi te nderlikuar dhe shpengimi ne faze te pjekjes. Ky akt po shkakton nje konflikt idealist-funksional me nje kundershtar qe eshte zhdukur me kohe. Sic ka thene Rem Koolhaas (arkitekt) per Italine:”... kompetenca vizive dhe bukuria absolute e anes se “gabuar” ne fund te viteve 1930 eshte nje kujtese e perditshme e moraleve te paqarta te arkitektures.”

Nga kjo ane, piramida behet nje viktime e pafajshme (shenjester) e nje vendimi politik, i cili ne nje fare menyre deshtoi ta shihte betonin dhe qelqin si nje imazh fizik i nje populli ne ndryshim te perhershem. Eshte njesoj sikur pushteti narcisist qe e ndertoi ate, per te lartesuar dhe kujtuar figuren e nje njeriu, po ngren koken perseri, dekada me vone, ne nje perpjekje te rrezoje ate cka sot eshte bere vend me vlera te perbashketa, nje shesh qe i perket popullit shqiptar por qe ai nuk ka asnje te drejte ne te. Riposedimi i piramides shfaq besimin se arkitektura mund te reflektoje mbi simbolizmin e ndertimit, mbi identitetin dhe naturen aktuale te hapesires urbane dhe veshtrimit te objektit si nje rekord, nje kronike e historive personale dhe kolektive, si dhe deshmitar i ndryshimeve shoqerore dhe fizike. Kjo hapesire merr nje kuptim te perbashket kur vleresohet nga populli. Nese kjo vlere shkaterrohet ose braktiset, atehere dhe vendi harrohet.  Cfare do te humbasi ne kete rast, eshte qellimi mbrapa konceptit te piramides ne Tirane, e cila eshte kthyer nga nje varr madheshtor ne nje rrenoje te cmuar jetese e cila, si e tille, deshmon ndjenjat dhe kuptimet e stratifikuara, por qe, ne qofte se zevendesohet rrezikon zhdukjen e te shkuares. “ Ajo qe me ben pershtypje me rrenojat eshte aftesia e tyre per te shfaqur nje histori te pakondensuar dhe te pa reduktuar ne nje iluzion njohurish apo bukurie. Eshte aftesia e tyre per te marre formen e nje vepre arti, nje kujtese qe s’ka te kaluar. Historite e ardhshme s’kane per te patur me rrenoja. Nuk do te kene me kohe.

The Energy Report | 100% Renewable Energy by 2050

Raporti i Energjise (The Energy Report), i publikuar ne Shkurt, eshte nje studim i zhvilluar nga WWF, AMO, dhe Ecofys qe deklaron se bota mund te mbeshtetet 100% ne energjine e rinovueshme (ose riperteritshme) deri ne 2050. Ky dokument propozon adresimin e problemeve urgjente te shkaktuara nga ndryshimi aktual i klimes (climate change) dhe pakesimi i “fossil fuel” duke pranuar se deri ne vitin 2050, te gjitha kerkesat per energji ne bote mund te permbushen teresisht nga burime te renovueshme (renewable energy). Ai pershkruan nje skene teper ambicioze ku kursimi i energjise eshte hapi i pare drejt nje sistemi [energjitik] ne te cilin lendet djegese (fossil fuel) zevendesohet gradualisht nga forma me te qendrueshme (sustainable) energjie: e eres, diellore, gjeotermale, hidrocentralet dhe ajo bio.

Synimi i raportit eshte frymezimi i qeverive dhe biznese qe te kuptojne sfidat qe vijne me kete ndryshim dhe ne te njejten kohe per te inkurajuar ata te levizin me fuqishem per te bere ekonomine e rinovueshme (renewable economy) realitet. Duke treguar avantazhet e nje bashkepunimi global dhe integrimin me te thelle te infrastruktures energjitike globale, raporti tregon se perfitimet nga ky tranzicion (“fossil fuel” --> “renewable energy”) peshojne me shume se sfidat.

Kontributi i AMO-se, drejtuar nga Reinier de Graaf (partner) dhe Laura Baird (associate), koncepton dhe vizualizon implikimet gjeografike, politike, dhe kulturore ne nje bote me 100% energy te rinovueshme. AMO sjell nje vizion te nje bote pa kufij, ne te cilen te gjitha kontinentet kane te drejte te kene energji te qendrueshme (sustainable energy).

Sipas Reinier de Graaf: “ Raporti i Energjise eshte i pari i ketij lloji qe mbeshtet mundesine teknike te furnizimit global me energji te rinovueshme deri ne vitin 2050.  Nepermjet realizimit qe pajisja me energji ne te ardhmen eshte me te vertete nje ceshtje universale qe duhet te adresohet ne nje shkalle globale, ne kemi zhvilluar nje perspektive te re ne bote.”

AMO vete po punon ne dy projekte te bazuara ne kete ide dhe strategji.
 
1. Zeekracht, nje plan i bere ne 2008 per nje rrjet me “wind farms” ne Detin e Veriut
2. Roadmap 2050, nje propozim per dikarbonizimin e energjise evropiane deri ne 2050.
